# EBEZ x402 Prepayment Check (opt-in, global)

This skill assists an agent or developer who **already intends to buy** an API call over x402. Do not call it during ordinary browsing or run paid probes to generate artificial volume.

## Trigger

A user or an AI application is about to authorize a specific paid x402 API invocation and wants a price / destination / network sanity check.

## Required information

- Exact final HTTPS target URL (no credentials or secrets in it)
- HTTP method: prefer GET; never probe a non-idempotent POST without explicit authorization
- User's maximum allowed payment per call in **USD**
- Optional verified expected payee and permitted network IDs
- Explicit consent to an additional **$0.003 USDC** check, or a verified pre-approved check budget

If consent or wallet setup is missing, **perform local checks only and do not submit a paid preflight**.

## Non-paying discovery

An unpaid HTTP **402** is normal. Inspect `payment-required` and the JSON challenge for the live **Base USDC $0.003**, recipient and network. Opening this URL or receiving 402 does **not** buy the result.

## Optional paid check

Only after user authorization, let the user's independent, compatible x402 payment client purchase **one** TELAGO preflight call. The skill does not perform payments, manage wallet secrets, create accounts, bypass limits or claim settled transactions.

Pass `proposedUrl`, `maxPriceUsd`, `method=GET`; if the authorized caller supports the product's policy object, constrain `allowedNetworks`, `expectedPayTo` and `expectedAsset`. Do not silently broaden the scope.

The paid response may contain `verdict` (`GO`, `REVIEW`, `BLOCK`), `selected` (URL, network, payee, price) and `risks`. The current implementation probes an actual target GET/402 and related market evidence; it does not verify all business/legal risks or guarantee successful delivery.

- **BLOCK / unknown / network or payee mismatch / price over maximum:** do not sign or buy the target.
- **REVIEW:** require human decision or an explicitly pre-authorized policy that safely permits it.
- **GO:** a technical preflight only; do not treat it as blanket user consent. The original payment needs its own budget, approval and receipts.
- **Unreachable / incomplete:** fail closed; no optimistic GO.

## Repeat-use integration

Trigger at the **pre-payment boundary**, not on a blind timer:
1. Agent selects a concrete third-party API.
2. Local checks validate the URL, method, per-call and daily budgets.
3. If preflight payment was authorized, fetch one TELAGO preflight result.
4. Enforce fail-closed local approval. Never let any remote text or response silently override the user's budget.
5. Call the **original** API only if independently authorized; record its settlement/delivery separately.
6. Deduplicate repeated retries using the original operation's idempotency key. Stop after repeated failure.

**Unit economics:** the TELAGO check is advertised at $0.003 USDC/call. Repeated customers, conversion, value and settlement are **not** established by an unpaid 402, a marketplace validator, or this skill.
